Will this reduce the problem of ELCB tripping ? and is it an enhancement on what was fitted originally ?

    This is likely to be a small push on rubber cone designed to deflect any drips away from the connections on the heater element. these are usually fitted in production and not a modification to improve unless not fitted or lost from your appliance.
