When testing for resistance should it be a short Circuit

I have a Bosch freezer, model GSN28V00GB/02. The Freezer works but frosts up. Is this part a fuse for the Defrost heater ? It sits in the cooling coils. Maybe I 'overheated' it when I was Defrosting the freezer with a hair dryer. Defrost heater has a resistance of 245 Ohms which I think is OK. There is a drain heater with a resistance of 3K Ohms which I suspect is not working. Original fault was defrost water pouring down the back of the inside of freezer . (I was hoping that was due to the freezer not being level). If you could tell me the internal resistance of the drain heater for this model I would be grateful. bosch part number 00498387 Thanks for your help

    This is a thermal fuse for protection from overheating. The drain heater resistance is also correct as that would give approximately 19 watts of heat to prevent the gutter freezing.
