Hi, will this part stop the oven from turning on the way a brocken cut off switch would

I cant find a thermal cut off switch just this cut in switch. i have tested it the way you explain how to test a cut off switch and it seems not to be working so would this cause the oven not to turn on?

    When the thermal cut out trips it usualy stops the fan as well as the element. Check if the oven indicator lights as turned on. If it does suspect the element. for more info see video: http://www.espares.co.uk/advice/1/2145/how-to-diagnose-problems-with-your-oven
