The 2M218H – NF magnetron in my Daewoo microwave indicates 23ohms to chassis with the meter both way round. The microwave doesn’t heat. Does this indicate a fault with the magnetron?

I'm a qualified TV service engineer (50s to 80s) and have never had any dealing with microwaves, however I know how they work and am aware of safety precautions, hence still alive to write this!

We do not generally advise on microwave repairs because of the danger of fatal shock. However this is basically a valve and will measure in the similar way.

if your food does not heat up but the interior light and turntable are working. it could be caused by two things. 1) Magnetron and associated circuitry are faulty which you have mentioned for which you will require a replacement. 2) Incorrect power setting or cooking time selected - alter as necessary.
