How do I test to see if this component has failed in my appliance

My electric oven will not get above 130 degrees, I was wondering if this component isn't working correctly could it cause this. The temperature thermostat seems to be working ok, (led goes out if you turn temp down). Elements also appear to be correct resistance readings. however,
