I have a Zanussi cooker and when we turn the top oven or the grill on it fuses the whole house could this be the Top Oven Thermal cut-out unit?

It is more likely to be the grill element itself, examine it carefully as you may find a split or small blister that would indicate where the element has failed. Suspect the element even if you cannot find any damage.
