DC14 motor runs, vacuum high, belt seems ok, but front brush roller does not turn

There is a clutch 'knob' on the left of the base that when lifted to the park position rotates and stops the brushes. If this is in the off position the brushes do not engage when lowered. If this knob turns correctly then the clutch belt may have failed from the motor to the clutch unit.
