  The easiest way is fix the belt at one point flat on to the drum pulley using cello tape wrapped around it several times or a cable tie. Then slowly rotate the drum until it is pulling the belt on to the motor spindle. Carefully rotate the drum to continue to pull the belt taught and fully on to the pulley. Once fully on rotate back until you can cut and remove the tape or cable tie.
