Faulty Dishwater Valve or Timer

Hi Recently my dishwasher has occasionally had to be persuaded to move on to the next part of the program and now suddenly it will not fill. I have checked the voltage across the solenoid terminals when switched on and it is showing 241V. Is it still possible that it could be a faulty timer rather than the water valve. Would not like to have to purchase both.
