how can I test to tell whether it is the thermostat or heater that is at fault in a matsui dishwasher that does not heat the water but otherwise completes the wash cycle

    Check the heater element with a meter you should read 20 to 40 ohms resistance and the thermostat or cut outs will read less than 1 ohm.
