Very long cycles - except on a cold wash

Our washing machine runs on a never-ending cycle if set on anything from 30°C or above, although the timer display counts down. If we add hot water, then the cycle completes. If we use a cold wash, the cycle is the usual length for a cold wash. Would I be right in concluding that the element is faulty?

    It is likely to be the heater as it sounds like it is not heating.
