My new washing machine is smaller in depth than my tumble dryer. The washing machine depth is 400mm and my tumble dryer is 600mm. Will this kit be suitable? Also, will it prevent me from opening the dispenser drawer? The Hoover model is: Dx c4 c4 7 w1.

Universal kits are designed to allow the stacking of many different appliances, it may not be ideal as you will get some overhang at the back so it will not support a very heavy dryer. As it does not have a rigid front lip it will usually allow the detergent drawer to be opened.
