Cooling fan need replacing?

I have a DTC95E Delonghi oven. Thermostat appears to be working in both ovens but the exterior is getting really hot and there is a 'hot' smell. Oven tripped electrics after breaking oven selector dial. This is now replaced but since then cooling fan is coming on but it does not appear to be cooling down oven. Have had to get oven dial switch changed already by engineer who says oven is now fixed but it feels way hotter than before. Could cooling fan be on but not cooling?

    The cooling fan is designed to cool the components behind the fascia and nothing to do with cooling the oven, you will need to test the cooling fan to determine if it has failed.
