still not getting heat.

I have pretty much replaced the whole unit from changing the heating element, main wires, the circuit board and now the themostat. Which is shown in the picture. I was wondering if anything else that is in fault. I've run out of options on how to fix this if it still doesn't heat up. Please help me.

    The control board can also cause this problem.
