how do you remove this part from the hob?

i want to try replacing this as the gas inspection showed that it was emitting Carbon monoxide when burning, just this ring and no others. I have removed the 4 screws but it won't budge, I guess there is something else underneath holding it in place? It is really pretty clean so it was rather surprising. Is this worth doing or should I at much greater expense just replace the hob?
