Is this Drive pulley flange a must when a new drive belt is fitted ?

Have just fitted a new drive belt to my Flymo 340 compact lawn rake, but there was no pulley flange on when old belt was taken off . Could this be the reason for new drive belt coming off the drive pulley.

    The flange is likely to prevent the belt running off both motor and pulley.
