Washing machine does not heat but heater measures OK

My washing machine does not heat up, but checking the heater it has resistance - about 28ohms, which is correct for the power. I can't check the thermostat. Is this likely to be the problem? The picture shows that the replacement heater comes with a new thermostat. Will this fix the problem?
