Does this floor tool swivel on the rigid tube to enable the tool to be flat on floor when tube at different angles for cleaning in difficult access areas such as round toilet and hand basin and under radiators, etc., etc? Wanted for use mainly in bathroom and shower room and other hard floor areas.
