If the heater checks ok and you have replaced the thermostat it can only by damaged wiring (unlikely) or a faulty control board.
- got reading of 28ohms from heater can it be anything else?

No errors on display. Power button working fine. No loose connections in the front panel as far as I can see

The problem is likely to be the heater so suspect this first.
how can I test to tell whether it is the thermostat or heater that is at fault in a matsui dishwasher that does not heat the water but otherwise completes the wash cycle 1 Answer

Check the heater element with a meter you should read 20 to 40 ohms resistance and the thermostat or cut outs will read less than 1 ohm.
