Further specification needed

This bulb is stated to be 20W power usage. But this kind of bulb is frequently described as being 20W 'equivalent'. For example, similar bulbs are 14W 'actual' power usage giving 20W 'equivalent' light to a previous generation 20W bulb. So, is this bulb actually using 20W power, or is it a 14W bulb giving the equivalent light (in lumens) to an old generation 20W bulb? The answer is important as I do not want to overload my low voltage transformer supplying my light fitting.

    This is a Halogen 20 watt lamp and not an energy saving lamp.
